"Sexual Harassment Policies as All-Purpose Tools to Settle Conflict"

Abstract:  

Sexual harassment policies have been adopted in practically all North American institutions for the claimed purpose of containing "pervasive" sexual exploitation of women by men. These policies are characterized as necessary to ensure adherence to minimum standards of conduct. Their application, however, shows that their formulation & implementation serve purposes that go so far beyond the claimed concerns that their stated purpose appears to be a pretext. The policies are used to curtail others' freedom of speech, make the discussion of certain topics impossible, take revenge & ruin the reputation of others, wreak havoc, make money, & exercise power over the hated patriarchy. The central element of every definition of "sexual harassment" is a panchreston, ie, a notion that covers everything that the legislator wishes to be targeted, liberally confounding literal & metaphorical meanings. Panchresta are the preferred intellectual tools for any social movement that is intended to grow into an industry. They are a cultural-political phenomenon that invites unlimited abuse. Learning disabilities, violence (against women), rape, & child abuse are other examples of panchresta that undermine the integrity of legal, moral, & educational systems. The all-encompassing nature of sexual harassment, together with the fact that sexual harassment can be unconscious & unintentional, make the policies into frightening, totalitarian tools of power & terror.
